I think you're probably right and wrong.
I know that certain terms have a very specific legal meaning. eg organic and
free range. But I'm not sure about barns. Fresh seems a pointless thing to
add - would you buy them if they weren't fresh? Fresh Farm is probably one
of those terms without legal meaning so it could mean whatever anyone wants
it to mean. IIRC eggs sold through a shop also have to be date stamped.

If I labelled my egg boxes (I don't have that many eggs and simply use the
egg boxes people give me) I might be tempted to say they were "Eggs laid by
happy garden hens" Possibly even adding the hens names to make it even more
personal.

Why do you want to do anything about your local shop? If I was you, (and I
realise I'm not) I would check elsewhere to see if they are doing anything
illegal and if so decide whether doing anything about them would serve any
good purpose.
One of the things I like about living here is the ability to buy locally
produced food. To be honest I think there is far too much red tape around
some of the UK regulations and although I understand much of it is meant to
be for our health benefits, we do sometimes have our priorities wrong.
