Where are you ?
You need to find out what the law is in your locality before you consider
anything rash

Take photographs of the damage - and call in all the resources you have in
your area - local animal control, police, local authority you name it
Get to the owners - its their fault. Some may well be uncaring but when
there are half a dozen officials hammering at their door its amazing what
results can be forthcoming
