The light and small birds are generally very agile so are quite capable of
dealing with higher perches - from 2 ft up -- very high perches are better
accessed using a ladder arrangement
The larger heavier breeds generally don't like coming off high perches and
this can cause foot problems like bumblefoot so they are better between 4 to
18 inches
You can go as low as 3 inches really - the birds will be able to walk over
them but still be able to achieve a comfortable roosting position
The huge commercial free range units have the roosts in the floor but they
don't want anything to get in the way of people moving around the houses all
the time
Peacocks need high perches -- at least as high as their tails are long
preferably
Ducks [ except Muscovies and some wild species] don't use perches
