I believe that you must get a depredation permit before you shoot a hawk. If
your neighborhood hawk species is threatened or endangered, the Feds may come
out and capture it themselves for relocation.

In my neighborhood, we have a nesting pair of Cooper's Hawks. They're too small
for my chickens, but the other day I saw them chase away a golden eagle! Call
up your federal trapper first for advice.
