chickens not laying

Hi, I have recently puchased three chickens (2 cross bred and 1 welsummer)
they are about 24 weeks old and have not started laying. they are feed
scraps and layer pellets, have nesting boxes and free range during the day.
It is coming into winter here in Aust, but the weather has been very mild
and dry. Any help please. Rick
