We use wing tags which [ in the main !] don't come off as they grow
but take a bit of practise to get it right
But I don't know if you can get them?
The pen sounds small
What size pens do you use?

We would not put more than 8 birds in that
Is it a grass pen or a dirt pen?
Do you have any rotation pens?

Depending on whether the pen is fully roofed over and how high it is, of course, you can make a lot more usable floor space by making "mezzanine floors" with ramps (netting-covered boards make good non-slip ramps). ...
