Campine rooster and mating habits

Hi all.
We've recently (2 weeks ago) bought a Campine rooster, 2 Campine pullets and
2 Campine hens from a poultry sale. None of them are laying. Although only
one of our other 3 chooks (non-Campine) has returned to laying after 4 weeks
off (no moult though) - it's the start of winter here and very cold lately -
we have seen no sign of the rooster mating with any chooks but he IS
crowing.
1) Should we be worried yet about his potential for breeding and are there
any signs we should look out for?
2) Will he know not to mate until they start laying, as happens with larger
livestock?
