I don't know if it will work for the Rutherglen bug but a RoboCan may help. It is a pyrethrin based spray with an automatic 5-7 min timer on top (for indoor use - there is an outdoor one too). It keeps my house blowfly-free for about two months per can @ AU$21. It hasn't hurt the goldfish and although it is in the kichen/living area the blowies in the bedroom still die at the windows. I bought mine last year from a farm/stock type store but I buy the refills from Bunnings (in the garden pest control section). If you have fruit trees near the house you should check them out and spray them as they will kill your stone fruit trees of in plague numbers. I have used a gas weed burner on the trunks of my fruit trees and in the grass or on the ground to lower my pest numbers in the orchard as I don't really like chemicals. In saying that I also can't stand flies in the house so compromise in only using spray where I can't use something else. I have found out the hard way that nylon curtains and flyscreens don't handle a jet of flame very well, but it works magic on flies, spiders, moths, centipedes and the odd scorpion and yes, rutherglen bug too.
