Contacting the authorities might not be a good choice. I dabble in politics and have some political goals. Smiting the locals in a farm community would be rather counter productive. Besides, almost everyone on the council has farm interests. My family has farm interests! Yes, I know its a sell out, but that is politics. And it is killing our rivers! Something must be done, but on a national level. Ooopss, sorry did not mean to get going on this subject..we were talking about non-swimming ducks.. ;|
This scenario is not flowing in the same way and the body of water is mini lake rather than stagnant water which was something I wondered.How about trying a floating decoy?

There are some very lifelike decoys on the market, some swim, quack, and they are poop-less too (oh, that's another thread).
