Odd placement for a pronoun. Which noun does "They" refer to, please? Did
you mean to say that flat topography is productive (since it's the last noun
preceding the pronoun), regions *is* productive (the next closest), or arid
regions *is* productive?
You must have skipped sentence diagramming in the 5th grade. "In" is
a preposition, used here as the beginning of a prepositional phrase.
The topic under discussion was crop circles, which can be very
productive. Of course, they require a plentiful water supply,
mechanical pumping and control systems to make them work.
