This is the gap in *children* and in only *one* 13 year old study.

Assessment Battery for Children, the recent renorming of the Wechsler Adult
Intelligence Scale-Revised, the Stanford-Binet IV, and Raven's Progressive
Matrices. The premise of the present article is that, while the one standard
deviation IQ difference between Black and White adults has remained
constant, IQ differences between Black and White children are declining.
These data are discussed in the context of previous studies on possible
racial bias of IQ tests, as well as marked changes in educational and
economic opportunities that have occurred in the United States in the
decades since Jensen's (1969) article.

The national B/W IQ gap is an extremely well studied subject. If the
national IQ gap for *adults* had dropped from 15 to 7 or 10 points we would
surely have heard about it. Jensen, in "The g Factor", published 1998, gives
a gap of 15 for adults (though he mentions that the gap for children is 0.7
sigma, close to Vincent's result). So far as I know, that figure has not
been challenged.

You mean all African blacks; not true; since IQ is normally distributed, and
the usual threshold for retardation is 70, only half would be retarded.

I have to say that, despite what Rushton says, 70 does seem awfully low.
But it is nevertheless a fact that no African state has achieved the
stability and affluence of even the poorest Western European state; it is a
fact that Africa has made no contribution whatever to science and
technology; it is a fact that the world center of HIV is Africa; it is a
fact that some African states face demographic collapse because of AIDS
mortality. It is a fact that HIV infection is entirely preventable, and it
is surely a fact that, knowing what we now know, you would have to be
profoundly stupid to engage in behaviors that expose you to it.
