I was just giving one of many possible explanations. Some people

Adapa, who is the same as Oannes of the Greeks, was described as a
fisherman of Enki (god of the subterranean sea).

One day his boat capsizes and he ends up taking residence with the
fishes, so says the Akkadian tales found in various fragments. All
other Annedoti also lived with the fishes.

Could this living with the fishes refer to people who live on boats or
homes on the sea? The fish motif would then be mainly symbolic and we
wouldn't necessarily have to look for costumes.
