That is obvious. The outcome of the next spin of the roulette
wheel is unpredictable because we don't have the knowledge

Tiens donc... never mind that I don't see what transition
tables might have to do with decipherment, I just asked
Google for "generalized markov chains" _verbatim_ and I
got 26 hits.
And just "markov chains" got me there:
