Given the depth of most of it and the shallow gradients, some of it
was. Unfortunately for the Inger theory this would not be possible at
the same time vast amounts of water were building up in the Baltic.
The depth of the North Sea and size of it for that matter was a
function of world sea levels.

You get a dry basin in situations like the Med, where sea levels had
dropped enough that it was cut off from the world ocean and river run
off was not enough to compensate for evaporation. Ice age before last
IIRC.
