There were still plenty of them left to pay taxes and develop their own
culture, gallo-roman. Ceasar success came from diplomacy, from finding
aspiring families in all tribes and helping them to gain power.
He destroyed the oppidae that resisted him, but many were also abandoned
before the conquest. He robbed the treasuries and temples, AFAIR to pay for
the debts from his election campaign. The legions were paid for with taxes,
after all he was a roman official providing security for his province and
some allies outside, threatened by wild men.
