Matt,
the 'host' supplier of the abusers are noted since long. The US person only
changed suppliers but used same computer IP-address all the same. The
Principal or what ever it's called as well as the boardmembers of the
University have tried to stop him long ago.
Problem when it's a US person involved is that it takes long time to go the
official road in some of the states.

Could have been, isn't. Two of our 'fellow'-writers here in group have
sent
things you wouldn't dream of. Including tried to order this and that in
my
name. One, the one in US is now on his third year. He changed computer
IP-address three times, but he isn't smart. He uses same computer to the
group-messages as he does to those abusive stalking etc ones. The other
isn't smart either - he alters in group as well as in the mails I
refered to
between two IP-address. One is at his work.....

If this is legit then I have no idea what your problem is. You copy the
email
with full headers and send it to abuse@xxxxxxxxxxxx and say it is a
violation of
the terms of service. All the real ISPs are responsive. If it is any kind
of
legal issue and they know of it and do not stop it then they are jointly
liable
under US law for all penalties, civil and criminal.

To get full headers your newsreader will give an option to see them.
Saving a
message to file includes all the headers. You don't have to understand
them to
attach it to a complaint.

And your newsreader is outlook express as it says so in your headers.
