That's one definition of Celtic. It's the modern, simple definition. I
define Celtic as being a part of Celtic culture that includes art, law,
language, traditions, customs, dress and religion.

Which is fine if you are looking at modern times, as you go further back
it becomes less useful. Once you get back 2000 years or so it is not a lot
of help.

In any case, I see no reason to think there was a 'Celtiberian' invasion
or whatever at the time Kirby is suggesting (with no evidence).
