Roman Legacy in North Africa, Eastern Meditteranean, Balkans

The Romans ruled the entire Meditteranean Sea area - from all of
Northern Africa, Palestine area, the Balkans, and of course, main land
Europe. However, none of northern Africa or the Arab nations were
Latinized.

1. Were these north africans/arabs loyal citizens to Rome?
2. Why is it that when the empire crumbled, that Italy was still
intact? It seems that certain areas of the kingdom was "more Roman"
than others.
3. Are there any Roman legacies in N. Africa/Arab lands today,
linguistically and genetically speaking?

Finally, what area of America is "more American", such that in the
event that our civilization wanes, it would be the last bastion of
Americanism? I think that it would be New York City and New England.
