That is the popular (and incorrect, IMHO) interpretation of "Sermon on
the Mount". The Pharisees were hypocrites, that used the law the way a
bully uses a club. They wrote the letter of the law, as our politicians
do, to sanction and establish their own power, social dominance and
wealth, according to a spirit of injustice.
Pharisees said it was OK to let your parents starve it you gave the
money to (bribe) the priests/judges. Jesus rants about their evil,
corrupt hypocrisy at length.
So on the Sermon on the Mount, he is turning the tables on them, holding
up the standard of God's perfection to shame them, and invalidate their
piety-based social-ranking system.
IMHO he is not asking us to "turn the other cheek", "loan and not ask
for repayment", "suffer government-imposed servitude (walk a mile with
an occupying soldiers pack) and go further". He is establishing the
perfection of God, and the equality (of depravity) of all men, in
preparation for the redemption of all men (not just the pious children
of Abraham) through his sacrificial gift.
Jesus never told his disciples to kill anyone. On the contrary, he
healed the ear of a man one of his disciples wounded defending him.
I take great offense at preachers like Jerry Fallwel, that instruct
believers to forgive offenders who do not repent of their offenses.
Jesus admonishes believers to forgive offenders who repent and offer
restitution, and avoid offenders who do not.
