I've seen various attempts at standardization, but I think that in the vast
majority of cases you are simply seeing an individual assessment based on the
range that observer is used to.

Try white light. For many people (myself included) white light is far less
damaging to my night vision simply because I can use it effectively at a much
lower intensity than I can use red. Other people have had similar results with
green or blue light. Experiment. On the whole, intensity is probably more
important than color.
