It isn't obvious that the CdC installer actually does anything other than
decompress and copy files (that is, I don't think it registers any DLLs or
writes to the registry). So you could try just opening the exe file with WinZIP
and extracting all the files to the appropriate directories. I just tried this
on my machine and it seemed to work fine, both with the base installation
(cdcbase.exe) and with the full installation (cdcinst.exe).

Where are you getting a file called "cdc setup.exe" or "setup.exe"? I don't see
a file by either of those names in the CdC downloads.
