Alan Samson(The Domin) wrote an article on this but it wasn't used.
Don McDonald, Newtown, checks the time pips every day. Monday,
2002-05-27th he listened to National radio at 10am and noted his
watch was unusual. His seconds and tenths were 8.7s fast.
Don plotted his time measurements for 280 days beginning
June 2001 to March 02. His Casio Forester 'Fish'N'Time'
watch (cost $129 Michael Hill Jeweller) loses very close to
1 second a week consistently but on Mon 05-27th 14:34pm it gained a
full second. It seems not right. He rang up the national time
service to enquire if a leap second had been inserted?
The director replied by voice mail "No. But it certainly
seemed there was a delay in the time this morning. We are
looking into it." It could affect satellites, tests, ambulances,
geopositioning satellites, where earthquakes are centred and how big.
