Yes...but it's the water that must be at 0 degrees. The ice can be
at any temperature no higher than 0 degrees, roughly speaking. When
you first pull it out of the freezer, it must naturally be at the
ambient temperature in the freezer, as Chris said. Only slowly does
it heat up toward the melting point. Once it reaches it, of course,
it does remain there for some time as it absorbs the heat of fusion...
