You can easily convert serial to Ethernet, but the webcam pretty clearly needs
to be attached to a nearby computer. The simplest solution is to leave the
laptop at the scope, controlling both the mount and the camera just as you have
things now, and then operating the laptop by remote control across a network.
Remote Desktop is built into XP Pro, and is by far the best remote control
solution. UltraVNC (free) and Remote Administrator (cheap) are also very good
solutions.
If you were using a USB webcam, there are solutions for converting that
interface to Ethernet. Then you could use converters in the observatory for both
USB and serial, and get rid of the computer out there entirely, running both
instruments across a single network cable from the remote computer.
