As with most equipment, operating it safely requires an operator who
understands the safety issues and is committed to using the equipment in a safe
manner.
In the laboratory environment, this means training and certification. In a
public setting, I would think that simply requiring anyone using a laser to
sign a statement that included some basic safety information and limitations on
the use of the laser. It could be part of the sign up paper work.
