Not sure if you didn't bother to read the excellent information posted,
or if you are just incapable of understanding it.
What these numbers say to me is that since the
flash-blindness/afterimage limit is < 300 feet and the "glare" limit is
< 1200 feet, someone would have to be on airport property or just
outside the fence at the end of the runway intentionally aiming his/her
GLP at the cockpit windows during a takeoff or landing in order to even
have a chance of causing a problem of any significance. Of course this
ignores any light loss due to reflection off the windows, or the fact
that it would be highly unlikely that the GLP could be aimed directly
into the pilot's eye. Not to mention to already-noted fact that most
GLPs operate at less than 5mW.
By the way, the beam diameter measurement of 3.6 inches at 300 feet
corresponds well to my earlier estimate of 4 inches for my GLP.
