Hi Hari,

The "natives" can decide for themselves if they want build and operate the
casinos on their land. There's nothing and no one to object to if they
make the decisions about their own land. The observatories are built with
their permission (in the case of Kitt Peak, at least) but they're someone
else's facilities. You might be quite happy with the backyard observatory
you built for yourself but what if someone else wanted to build their
observatory in your backyard, too? They did the national observatory a
favor by allowing it in the first place (as you point out there isn't much
in it for them). I hope they don't come to regret it.
