Help with Declination Math

Assume that star charts are available and that a calculator is not
available. It is very simple using the date to calculate what right
ascension is in the Southern sky at any time. On the other hand, declination
is more difficult. I would like to be able to perform a simple rough
estimate calculation in my head to determine the altitude of a star in the
sky at any time. Is this possible? For example, I would like to calculate
the altitude of Vega in the North-Eastern sky this evening at 04:00 UTC at
my latitude of 33 degrees. The only information that I am given is the RA
and DEC of Vega.
