Natural noon,the rotation is determined against natural noon.Even
before the heliocentric system of Copernicus,the exquisite Equation of
Time correction applied to the noon determination kept one 24 hour day
elapsing into the next 24 hour day without really knowing what was
causing the natural inequality.
Within the Copernican/Keplerian heliocentric framework,the inequality
from one rotation to the next can be determined as Kepler's second law
and another tiny component ,while keeping axial rotation constant at 24
hours/360 degrees and the Equation of Time principles are simply a
method to equalise all variations and keep the pace of a clock attached
to terrestial longitudes corresponding to 15 degrees per hour and 24
hours in total.
Learn that and you will see why axial rotation is constant and
independent via the difference between the natural day from noon to
noon and the Equation of Time principles which fix that day to axial
rotation using the Sun and the Sun alone as a reference.
Flamsteed,in his haste to fit the celestial sphere into terrestial
longitudes, determined that axial rotation is constant by using the
above Equation of Time principles and the pace of a clock fixed to the
24 hour/360 degree equivalency to the distant stars and then announced
that this proves axial rotation to be constant,It does not !. What it
does is homogenise axial and orbital motion over a 4 year and 1 day
period (leap day) using the distant stars,great for cataloguing but
orbital motion is completely anonymous and the sidereal descriptions
for axial and orbital motion are no better or worse than cartoons.

How you know that you are an astronomer is when you acknowledge,
without prejudice, that the Earth has an independent axial rotation and
you have no choice in the matter in fixing a value to that independent
motion.That value is not 23 hours 56 min 04 sec,the value is 24
hours/360 degrees for that independent motion.
