The axial rotation of the Earth through 360 degrees is an independent
event hence the cycle of dawn,noon,dusk,dawn...,therefore you do not
have a choice is designating two values and external references for
rotation through 360 degrees.All cataloguers/theorists believe that the
Earth rotates equably to the Sun in 24 hours and to the distant stars
in 23 hours 56 min 04 sec.

360 degrees = 24 hours
1 deg = 4 min
..986 degree = 3 min 56 sec

24 hours minus 3 min 56 sec = 23 hours 56 min 04 sec.

So sunshine,why do you believe that the Earth rotates to the Sun in 24
hours and to the stars in 23 hours 56 min 04 sec after this wonderful
education I have given you.
