FWIW, it is. It's relatively frequent to have neighbours complain about the
high power halogen lights that often go with alarm systems and motion
detectors. You'd usually complain about the lights to the local police
who'd pay a friendly visit to the lights owner and the problem is usually
solved. We have laws on "nuisances" that cover a lot of details. Although I
am not aware of any court case about light pollution, I am aware of one
case where a guy running an excessive amount of lights in his garden was
taxed for "luminous advertisement". He quickly shut down everything.
The previous owner of my house was a bit paranoid and it was somewhat
"fortified" with fences and three alarms zone. When I moved in and removed
the lights (of course, what would you expect :-)) the neighbours told me
they had to complain a few times in the past and obtained formal police
injunctions to have the guy reorient his spots.

But you can still read a newspaper at night virtually anywhere in
Belgium...
