There's no such thing as "secret bidding". Each bid is recorded as it's
received. A late bid (aka a "snipe") is received and recorded in the
closing seconds. It's perfectly legal.

Why does someone have to place previous bids in order to bid at the end

eBay does not have an automatic bidding service (other than raising
your proxy bid for you). The bidder either bid manually at the last
second, used a service to place the bid, or used software on his
computer to do it.

I'll have to assume you are new to eBay. Nothing you've written is
accurate.

Sellers would have to watch the auction, just as you do. They get no
more info than you, either on bid timing or amount. You have a lot to
learn, and you should learn it before you assume that people are
committing a crime.
