The atmosphere transports stable molecules across the equator. This is
why the southern hemisphere has nearly the same CO2 concentration, for
instance, as the northern, even though, again, most of the source is in
the north.

Understanding the chemistry involved in chlorine-catalyzed ozone
destruction, including the specialized chemistry of the Antarctic ozone
hole, earned a Nobel prize a few years back. One of the crucial
ingredients is that the atmosphere has to get cold enough. The Arctic
ozone layer is warmer than the Antarctic, enough that it seldom gets
below the critical point for the relevant reactions to occur. It does,
sometimes, and at those times, there are rapid drops in Arctic ozone
levels. Such episodes, currently, are short-lived as an influx of warmer
air comes within a few days.

Even Fred Singer, who spent years saying the science on the ozone hole
was bad, accepted it several years ago. At least he sent a letter to
the American Geophysical Union's transactions saying so.
