That's a curious question. As stated on the download page, If you download the Windows (or non-Mac) version you just double-click the "Where Is M13.jar" file. On Mac you should get a "Where is M13?.app" double-clickable Mac application. Are you seeing something different?
I downloaded the WhereIsM13.jar, unzipped and couldn't find a binary to execute either (Linux). The Mac OS X version worked fine.
Basically, the jar file should be the executable. You just run it through your JVM.
