That is certainly true if you are talking about complete systems.
However, from the standpoint of a camera designer (or in an abstract
discussion of sensor types) what really matters are the sensor noise
specifications. It is possible to design the support electronics so that
they add an arbitrarily small amount of additional noise- effectively
zero. But you can't get around the noise inherent in the sensor itself.
In the case of astronomical CCD cameras, it is usually quite easy to
assess the quality of the electronics; in most cases the camera noise
specs look the same as the published sensor noise specs. But with
consumer digital cameras, there may be no published sensor specs. This
is certainly the case with Canon. So the only possible evaluation of
these cameras is by testing the whole system.
