Because Windows' default security model is...not good.

The reason this doesn't happen is that no matter how many exploits/viruses/
malware there is, Microsoft doesn't suffer as a result. If Microsoft were
to be made financially accountable for the loss to business caused by viruses
then I suspect Windows Vista would be one of the most secure operating systems
on the face of the planet. Since they won't be, it won't be. Vista will be
better, maybe, but I predict the first virus will be in the wild within a
month of release, at most.
Microsoft simply don't case about viruses. They see them(rightly or wrongly)
as being Not Their Problem.
