Bang up highly talented disaffected spotty teenagers with professional criminals for 5 years and what do you expect to get as the end result?

Much as I dislike them for the damage they do I cannot see that locking them up and criminalising them serves any useful purpose (other than to help start them on a life of professional crime).

Harnessing their talents to find security loopholes would be a far better way to proceed. These hackers would be much less of a problem if software was designed for security instead of minimum time to market.

Even in an ideal world where the hardware and software is watertight you still have problems with social engineering. "Click on this and see something reelly kewl" works in a frightning number of cases.
