I think your letter is fine, although you might want to start by inviting people to come observe. Sort of a astronomy block party. This is a good way to make people aware of what you are doing. You might pick a date and time before hand and on the invitation suggest that they turn off their lights during your party. That way you get the idea across without asking anything of them. This way you give them the chance to come up with the idea of turning their lights off on their own.

It's unfortunate, but some people will respond badly to any request to turn off their lights no matter how nicely or reasonable that request is made. Their logic that, "it's their own damn light and they will do what they please" seems unreasonable and twisted to us but not to them.

Several people have suggested you contact your neighbors face to face, and that's what I'd have said a few years back. Until I tried it, that is. In many cases it works great. But unfortunately there are people out there who will respond to even the nicest personal request with anger and intimidation. Having been insulted and yelled at by an angry Texan only inches from my face, I no longer think its such a good idea to talk to your neighbors in person unless you already know them pretty well. ;-)
