Help on filter factors and Wratten filters transmission percent

I am developing a table of transmission and filter factors for use in
astrophotography.

I am not sure if I am doing this properly. I got stuck on the fact that
the tranmission percentages reported for Wratten filters in
manufacturer inserts do not match the transmission factors in Kodak.

For example, the product insert for a Meade #12 Yellow filter is 74%.
But in looking at the spec in Kodak Publication B3, the #12 yellow
filter is a cut-off filter that, beginning at 580nm has 90%
transmission. Similarly, the #25 Orion Red filter product insert lists
a transmission factor of 14%. The Kodak spec publication states at
680nm, the filter has a 90% transmission.
I resolved this by deciding that for photograph purposes, the "correct"
transmission percent of the filter should be judged by its percent of
transmission at the peak bandpass of interest. For cut-off filters, it
is the wavelength at which 90% transmission occurs.
I would appreciate some feedback on whether this process is correct.

The Repacholi post and Kodak Pub. No. 3 were consistent.
I then collected product inserts from my own gear and from the web.

Then the product inserts were reviewed and a list of filters and
transmission factors were built. In a couple of instances, the
manufacturer's transmission factor at peak wavelength had to be
estimated from a chart in the insert.
