Actually I had an issue with a seller on e-bay who misrepresented a dead
camera as "works fine", and I used the dispute resolution of e-bay to get a
full refund expect for shipping charges 1 direction ( I returned the camera
as part of the resolution). I'd suggest that you look at the "dispute
resolution" pages of e-bay and/or PayPal.

The advice already given is the right one. You pay only the price
agreed to thru the eBay service. It's not clear if the scope was sent
to you alredy or only 'arranged'. Did you get a notice of attempted
delivery that you must now pick up at their depot?
I can't believe the seller is an astro dealer who then uses
PayPal! He could better sell the instrument directly thru his own
website as a 'special' or bring it to NEAF as a sale-item,
If he IS a dealer, you can report him to his state's consumer
protection office or attorney general.
PayPal does act like an unregulated bank with little protection
offered under normal banking and other financial regulations. On the
other hand, the sale was made thru eBay who now owns PayPal, so there
could be leverage thru eBay.
If the item is what you wanted or can live eith, it's already
yours. Leave payPal alone, it transfered your payment to the seller.
