The problem with that group is that it was at a very low latitude (consistent with the remaining spots from the old cycle) and we are looking for the first spots of the new cycle forming at around 25 to 30 degrees away from the solar equator. There are sunspot groups which do come up "backwards" (ie: following polarity ends up leading in what is known as "inverted polarity"), but these happen occasionally during various times of the sunspot cycle and are not necessarily indicators of new-cycle spots. The group shown in that image appears to be one of these inverted polarity (old-cycle) groups, as later on, it developed some leading polarity (black) out ahead of the trailing polarity spot.
