It's not possible - our telescopes are much too small.

To be able to resolve the flags left on the Moon from on or near the
Earth, one would need an optical space telescope with an aperture of
at least some 250 meters! By going into the far ultraviolet, the
aperture requirements could be lowered to perhaps some 50 meters.
But we're nowhere near such a telescope yet.
