It could be a MCP-based photomuliplier. Or a MCP-based imager of some
kind- hard to say. The location of the HV electrode (far from what
appears to be a photocathode) makes me think otherwise, but it's
impossible to really see what's going on in that ruggedized optical
assembly.
One think I'd look for would be date codes on the electronic components.
That could help narrow down what kind of device this might be.
