Hi Paul.
Most rise/set charts I find around only list the hour and minute of
the event so the same minute is likely accurate enough for my
purposes. As for location, I am specifically looking for N51 degrees
20 minutes and W114 degrees 2 minutes. (I could calculate the seconds
if needed but with my tolerance level I suspect that should be close.
As for refraction, I'm going to say no. I'll also use the "upper
limb" definition as it is most common.
Given that information, is there a web app or spread*** or something
that can give me what I am looking for? Actually, I'll even just take
an answer from the people who already have built such a beast. :-)

As a matter of fact, it may take many years before it happens the next
time. But to be able to answer such a question, you must specify
your location and your tolerance level. And you must also be
specific about what you mean with sun/moonrise/set: should atmospheric
refraction be accounted for, and if so, how? Do you want rise/set
to be defined by the moment the upper limb, or the center of the disk,
touches the horizon? The "upper limb" definition is most popular,
but in the case of the Moon it has a disadvantage: the Moon's upper limb
may be unilluminated by the Sun, and may therefore be dark for the moment.
Not even strong earthshine on a thin crescent Moon is visible right at
moonrise or moonset.
