When I used to launch these balloons, they had a considerable amount of talc
in them to prevent the surfaces sticking together while tightly tolled in
storage. A burst in the filling shed was very rare, but the small variety
could be quite messy.

As the balloons will be filled with hydrogen or helium from a northern
European supplier I think it unlikely that there could be enough water
vapour present inside to make a cloud.
