Generally, yes. With many camera it may not be obvious because they clip
the dark end to remove noise, which also reduces signal. In fact, Nikon
DSLRs do this as well, which is why they are not such good choices for
astronomical imaging. Assuming your camera doesn't play filtering games
to disguise the noise, you will usually see better quality images when
you shoot in very cold weather. However, some cameras generate so much
internal heat around the sensor that they are always pretty warm,
regardless of the ambient temperature.

You also get better results with the LCD turned
off, and kept off. Least this has been the experience
with my digicam, and my friends D 50. On cold
nights it is the warmest part of the camera.
(from what you feel on the outside that is...)
My digicam (Oly C 4040Z) gets hot slowly, but
when it gets *warmed up* the noise goes up
quite a bit as well.
