The equation is simple. But is it real? If it was, then the most
northerly capital, Reykjavík, would also be the coldest...at least
until they establish a country on Antarctica. Yes, it appears that
latitude is slacking off and failing to keep temperatures in line.
The latitude thing generally works. Oceans and mountains have a big
effect though and oceans modify the climate of each of the locations
mentioned. Ireland gets warm gulf stream water. Portland gets the
prevailing wind off the water. Iceland is surrounded by water. Since
the water is relatively cold and stable it keeps Iceland from having a
summer but also keeps the winter from being too brutal.
Except for mountains I don't know of any cold places on the equator.
