WOW what an idiot ! He surely must have projected the sun image onto a
white surface.
He did both. He wasn't an idiot for viewing the Sun at the horizon. You
can do so quite comfortably, which reasonably suggests safely. He had no
way of knowing about the effects of IR and UV, neither of which had been
discovered yet.
