Let's suppose that is true.
The Earth revolves around the Sun once a year. The natural noon cycle
is not exactly 24 hours, but it does average to 24 hours.
During the course of a year, the direction from the Earth to the Sun
goes through 360 degrees, but not in a uniform way, leading to the
Equation of Time.
For the Earth to rotate in 24 hours exactly, the reference for that
rotation would have to also go through 360 degrees in the course of a
year, but unlike the Earth around the Sun, this reference would move
at a uniform rate around the Earth.
Unlike the stars, which are the reference for the 23 hours, 56
minutes, and 4 seconds rotation, this reference doesn't correspond to
any real object, and would have to be a fictitious construct used for
explaining the Earth's motion.
