There are a number of measures that can be taken before we need to
start worrying about a draft. Increasing pay (more than inflation) to
reduce incentives-to-leave for those already in uniform would help.
Bush has done that all four years, but his predecessor did so only
twice in eight years (1996 and 2000... gee, what do those years have
in common...) so there is still a long way to go. Improving housing
(especially for the Army) would also help. There is a lot more
streamlining that can be done, to make more effective use of the
personnel we already have, but some of those (i.e., more base
closures) will be painful and that's why they haven't been taken yet.
Start talking about reinstating the draft, and they'll sound a helluva
lot less painful to our Congresscritters.
